It all started in 1993...
Sylvia Barkman of the Manitoba Seniors Directorate (Eastern Division), held an information meeting with theSenior's Clubs in the area to discuss the feasibility of setting up resource centres in their respective communities. The purpose of the resource centers was to enable seniors to live in their own homes when they were no longer able to look after their yards, could no longer shovel snow, needed transportation for appointments, or needed assistance in obtaining government services information. The resource centres would also provide local employment and offer "fee for service" assistance.
Rene and Mar Desmet, and Wayne and Jeanne Antaya attended the information meeting and felt it was indeed something that the seniors could use. A survey was taken and the results indicated they should proceed with a resource centre.
An ad hoc committee was formed and after attending a number of meetings regarding the set-up of a resource centre they were ready to start. The Provincial Government provided a grant to cover the costs of a Community Resource Coordinator. The balance of expenses were then covered by other funds raised by the resource centre committee members. The ad hoc committee added more members and became known as the Resource Centre Board.
A grant was applied for, a name was chosen for the resource centre - H.E.L.P. (Helping East Lake People Centre) and a constitution was drawn up. The grant came through in May 1998 and a Community Resource Coordinator was hired.
The grand opening of the H.E.L.P. Centre was in September of 1998, with Dee Rickner as the Coordinator, Willa Gilchrist as Chairperson, and Betty Solomon, Nellie Danwich, Jeanne Antaya, Mar Desmet, Lee Sorenson, Yvonne Kehler and Stephie Wasney as board members.
In the meantime, the Provincial Government divided the Eastman Seniors' Directorate into north and south areas. Manitoba Health set up "Health Authority" boards across the province, placing the resource centres under the auspices of the North Eastman Health Authority ( NEHA) and more recently changed to Interlake-Eastern Regional Health Authority (IERHA). NEHA provided a Service to Seniors Specialist who functioned as an advisor to the H.E.L.P. Centre, and set the resource centre area boundaries which include the entire R.M. of Victoria Beach and all of ward one in the R.M. of Alexander.
The board decided to change the name of the H.E.L.P centre because they wanted the name to be in line with other centres and reflect the services provided by the centre. The name was officially changed to the East Beaches Resource Centre on Jan 7, 2014.
